Understanding Human Trafficking Using the A-M-P model

  1. Action: Refers to the initial act performed by the trafficker. This could involve recruitment, transportation, harboring, or receipt of a person.
  2. Means: Describes the methods used by the trafficker to control or coerce the victim. These means can include force, fraud, or coercion.
  3. Purpose: Represents the ultimate goal of the trafficking situation. Typically, this involves exploiting the victim for commercial sexual acts, labor, or services.
The Action-Means-Purpose (AMP) Model is a device used to illustrate the federal definition of a “victim of severe forms of trafficking in persons”.

At a minimum, one element from each column must be present to establish a potential situation of human trafficking. The presence of force, fraud or coercion indicates that the victim has not consented of his or her own free will.
